REQUEST FOR INTERFACE

 

Agencies wishing to pursue a computer to computer interface with DCI should write a letter, addressed to Department of Justice Information Technology Division, Attn: Business Liaison Section, 407 North Blount Street, Raleigh, NC 27601, providing DCI with all pertinent information.  Letters requesting an interface should contain the following information:

 

  1. Required information to install a data circuit.

a)      Street address and room number of location of data jack.

b)      Contact person for the telephone company to coordinate installation.

c)      Telephone number of contact person.

d)      Desired date of completion of data circuit.

  1. List of terminals that will be accessing the DCI Network, agency name, their physical location and their transaction code capabilities.

MANAGEMENT CONTROL

There are two levels of DCI access: full criminal justice agency access and limited access.  For an interface computer to have full access, that computer, its operations and programming staff must be under the direct and immediate management control of a criminal justice agency that has a full access ORI.  In the event the computer, its operators and/or programming support is managed by a government agency such as a data processing department or a non-government agency with a limited access ORI, then limited DCI access could be approved provided an authorized DCI/NCIC user is to receive DCI service through that computer.

Each terminal accessing DCI must be assigned a unique, permanent terminal identifier.  This allows DCI to control access for each terminal.  Also, each interface terminal must be configured in a form, which insures that each terminal will maintain the same DCI address (TID) each time it logs on to DCI.

 

DIAL-IN-ACCESS FOR TECHNICAL SUPPORT

This type of access is allowed to interface computers only under specific conditions.  Dial-In access by a vendor can be allowed in an emergency situation when the central-site computer system has an immediate need to permit their vendor "dial-in" access in order to expediently provide emergency hardware or software support.  This type access shall be limited to system dumps and system executive programs to diagnose critical system failures and/or downloading new software critical to system operation.  This dial-in access must be controlled by the government agency.  Control must be to the extent that a vendor cannot at any time dial-in without the express permission of the agency.  At no time may the vendor have the means or ability to access DCI/NCIC files and criminal history or DMV information via
